Site Certification Agreement

This AWS Certification Program Agreement (the „CPA“) contains the terms that govern your participation in the AWS Certification Program (as defined below) between Amazon Web Services, Inc. („AWS“, „we“, „us“ or „our“) and you („you“) and is an addendum to and forms part of your AWS Customer Agreement (available at www.aws.amazon.com/agreement) (the „Customer Agreement“) which may be updated from time to time. By accepting these Terms, you represent to us that you are legally able to enter into this CPA. If you are between the ages of 13 and 17, your parent or guardian must agree to the terms of this CPA on your behalf in order for you to participate in the Program. Capitalized terms not defined in this CPA will have the meanings set forth in the Customer Agreement. The EFSEC Statute instructs the Council to regulate the construction and operation of the plant. EFSEC is the state regulatory authority that determines compliance with state laws and the conditions set out in the SCA. (EFSEC contracts with other government agencies for on-site inspections.) The Commission has the regulatory authority to enforce state laws and conditions in the SCA through fines and other measures. EFSEC continues this monitoring responsibility by restoring the site after the end of the project. A SITES certification marks a project`s commitment to sustainability. Before certain power plants can be built, constructed or operated in Washington, D.C., an application must be submitted to the Energy Facility Site Assessment Board (Council or EFSEC).

The Council was created to provide a central licensing body for certain non-hydroelectric projects. EfSEC project site review or certification is the state approval process for site selection, construction and operation of an energy project. Prior to the start of the certification process, a preliminary site survey may be conducted to assess whether an application is required. Council is responsible for assessing applications to ensure that all environmental and socio-economic impacts are considered before the Governor is recommended to approve or reject the project (organizational chart). If the Board determines that the construction and operation of the facility will have minimal adverse effects on the environment, the ecology of the land and wildlife, and the ecology of State waters and aquatic life, and that it meets its construction and operating standards, it recommends that a Site Certification Agreement (SCA) be approved and signed by the Governor. The CSA lists the conditions that the applicant must meet during the construction and operation of the plant. An SCA does not grant the holder of the SCA the right to an important area. GBCI`s acceptance of the final exam is the final step in the SITES certification process. At this point, you will no longer be able to appeal the certification level or review decisions for specific credits or requirements. If you`ve earned a certification, congratulations! You will receive an official certificate of recognition and can start promoting this achievement. The owner is the person (or entity) authorized to own and control the real and personal property associated with the project and accepts the certification agreement.

If desired, the owner can give an agent the power to act on their behalf. The project administrator acts as the project manager, overseeing the SITES project and team members responsible for specific tasks, credits, and prerequisites. Gather and submit the necessary documentation to enable a GBCI review of your project. GBCI offers two revision paths for SITES projects: standard and split revisions. For more information about these two verification paths, see step 3 below. Once your project is ready to be reviewed, please contact the sites administrator or sites@gbci.org to access your project`s file server to download the documentation. In collaboration with your project team, you need to determine which SITES credits to track and assign them to members. Your team must then gather information, perform calculations and analyses, and prepare documentation that proves that you have met the selected requirements and credits. Before submitting an application for certification, a potential applicant may request EFSEC to conduct a preliminary (or potential) study of the site. Conducting a potential site survey can help determine if there are any environmental, social or regulatory „barriers“ that cannot be overcome, making the project inappropriate. Determining this before the certification process begins saves the applicant time and money. In addition, a potential site survey allows EFSEC to assess the resources required to review and process the application. The Council requests the counties, cities and port districts where the project is to be located to appoint representatives to sit on the Council when considering matters within their competence. State law (RCW 80.50.030) gives only city and county representatives the right to vote; not to representatives of port districts.

These members serve until the proposed location is accepted or rejected. Revocation of SITES certification In rare cases, a SITES certification may be revoked. We have created the Certification Challenge Policy to ensure that all SITES project proposals and subsequent reviews by GBCI team members are carried out with integrity, accuracy and truthfulness. A certification dispute can be initiated by GBCI or a third party within 18 months of a project`s certification. We recommend that you keep all project documents related to your certification for two years in the event of a dispute. The State Environmental Policy Act (SEPA) is a Law of the State of Washington known as the Revised Code of Washington (RCW) 43.21C. RcW 43.21C was enacted in 1971, requiring state and local authorities to identify and analyze the negative environmental impacts of a proposal before making a decision on that proposal (RCW 43.21C.030). Decision-makers can and should use other information as part of their decision-making process. SEPA information aims to ensure that decision-makers have the necessary environmental information to assess significant adverse environmental impacts. In the implementing rules, according to Washington Administrative Code (WAC) 197-11, an agency (identified as the lead agency) is responsible for defining the environmental scan used by all agencies to decide on the proposal. When an institution applies for certification by EFSEC, EFSEC generally assumes the role of lead agency. The law also gives EFSEC and other bodies additional powers (also known as substantial powers) to require mitigation of identified impacts.

This power is granted even if the Agency is not directly empowered to regulate the effects defined in its own rules and codes. The default review path is where you submit your entire application (i.e. the prerequisites and credits that the project pursues). The shared exam, which is designed to let you know if your project is on track, allows you to submit part of your application at the end of the design phase of your project (usually sections 1 to 6 of the SITES v2 rating system) and the rest at the end of construction (usually sections 7 to 10 of the SITES v2 rating system).
